I think it might be the opposite, or somewhere in between. If the baby tooth doesn't fall out, and the adult tooth starts coming in, it can be pushed out of place.
One thing is certain, that leaving rows of baby teeth next to adult teeth will trap food and promote tartar leading to early tooth decay.
