That seems very strange to me but then again a puppy could survive at 8 weeks so they would say it would be fine to send them at 8 weeks but in reality what is best for the pup is to stay until 12 weeks. I would think that a toy breed vet would know that smaller breeds develop slower then larger breeds and need the extra time with there mom.
