You cannot judge the health of the teeth by looking alone. 2/3 of the tooth lies below the gumline. X-rays are best but vets can tell a lot during the dental once the dog is under anesthesia and each gum pocket is measured and the tooth assessed for disease.

I am not surprised that at 8 there will be extractions. Even when people do regular annual Dentals, teeth sometimes are lost.

The price seems high to me. I paid less than that for 7 extractions, X-rays and a cleaning in Boston where the prices are high and I used a board certified vet dentist.
