First, Tinkerbell is so cute!
Her ears are normal. You can try to trim the tips to get the weight off from the hair, as mentioned above. And, yes..at 15 weeks old, she is still teething and will be for a few months..those ears will go up and down a few times probably due to the teething.
I don't think you should worry about taping them just yet.
