I agree with Wanda's suggestions. Split the food into multiple meals. Puppies, especially tiny ones, should eat 3 - 4 times a day. Some people free freed, meaning they leave the kibble down all day, but you don't want to do that with added water because it will spoil faster.
I had to hand feed Max his first year and now he is chow hound. You can do training exercises or play games with kibble rewards to get a kibble or two into her throughout the day.
