If she were still with the breeder, mother would begin potty training by pushing her over to the pee pad when she smelled urine in the bladder. I really think, you'd be better off keeping her in an x-pen with lots of pee pads and forget the training until she's older. Toy breeds don't mature as fast as larger breeds. I'm really disappointed that your breeder sold her so young, but your job is to make sure she stays healthy, don't worry about housebreaking yet. If you do it wrong, you will create more problems than you realize. At that age, 3 hours is way too long. Some can't hold it 15 minutes at that age, and I recommend food and water be available 24/7 if you want to prevent hypoglycemia, which can be deadly. What a little doll!
