I know how you feel
Our neighbours have 4 small dogs and all the years we've lived here they bark everytime I take the dogs out but thankfully my dogs just stare at them like they're crazy lol
Maybe when you go out and he starts running just act like nothing is going on or feed him lots of treats when they're barking.
I know when Joel gets scared he looks at me for a reaction and I pretend nothing is going on and so he just goes back
to normal.
