Teething can cause watery eyes. Does she still have adult teeth coming in?
If you cut the hair, you have to keep it trimmed, which may be a weekly job. Growing it out can be frustrating until it is long enough to go into place. I used a tiny bit of Vaseline on Max's mustache when we were growing out his hair. It wasn't pretty, but it worked and I didn't have to worry about it getting in his eyes. Use topknot gel for the hair above the eyes.
There are many other factors that can cause tearing including environmental and food allergens, or water sources.
