Here is what I use with my Maltese since they were puppies. Didn't want to use disposable unless we are out of town. I wanted something that did not leak through and that only requires me to wash once a day.
So one day when I was washing dishes I looked at my drying dish mat and

Why didn't I think of it sooner! Use my dish washing drying mat.
When they pee on it, it absorbs and drys up so no messy wet feet like the grass pad stuff. The scent of urine and poo still on there so it does not confuse them during training. I do put a plastic dish washing mat/rack under the mat so no scent is left on floor. A good size you can get is the one at Bed bath and beyond. They have a small size and a large size. I bought four to rotate. At night when they are asleep I wash them by hand with gloves, bleach, and soap for 5 mins or so until no more smell and urine gone. Pop it in the dryer for a few mins, less then 10 since those drying mats dry quickly.
I just started training my new no name yorkie and so far so good.
But since lazy has kick in with washing once a day I have started to train my maltese to use the cat litter hehe.
