Excellent advise.

Just keep working with him on it and putting in on him, taking it right back off so he doesn't have to endure that "scary" thing for long. Every few times you put it on, leave it on a little longer and feed him treats. Eventually he will grow used to wearing it and will stop fighting it and biting it, even when walking.
