Yes, we do have phones that you can prepay minutes on as needed, and not have to sign yearly contracts to use. Will he be making international calls on the phone? ...cos that's where the problems come into play. Most mobile phones here do not have international calling, but you can get some with international calling capability, especially if you are wanting to call an international landline. I have a prepaid mobile phone that I use almost exclusively to make international calls to landlines in England, from here in the States. I also have a daily mobile that I use for everyday calling/texting within the States.

Walmarts are like Asda, almost every city has one. He should be able to get something there, if not, a Verizon store would be able to help him.
