That video is a bit disturbing but I am still not sure what it is. I have had pups with both conditions and I am not sure. It is hard to see her...I can hear it well though and it is loud and does sound like it could be either.
Honestly, if I were you, I would go to an internal med specialist and let them diagnose her so that you have your answer. No guessing games, just do the testing to find out!
