Welcome to yorkietalk! Are you praising them and giving them a treat every time they go potty where they are supposed to? I would also get a play pen and keep them confined to a smaller area. Make sure you taking them to there potty maybe every one or two hours and trying to get them to potty. Sometimes teaching them outside and on paper is difficult and you may just want to focus on one.
