The only other things I would suggest: #1. Try putting each dog in his crate with a kong-filled treat or safe chew with the crate well away from the window and perhaps cover the crate while you are out walking the other dogs. In time, it should send the message to each dog that he might as well lie quietly and busy himself with his kong/chew while you are out. You also might try withhoding the treat-filled kongs get a temporary helper to toss in treats just under one edge of the cover when the dogs are quiet within the crates. That is the only other thing I can think of that might in time teach the dogs that remain inside that going crazy won't get them anything and staying quiet could get a treat tossed in. You could try it and see. Some dogs will calm and quieten in their own crate once an initial spate of barking is over.
#2. Thundershirts might help them quieten and stay calm while you are walking the other dogs, too. I don't think there is any teaching associated with using one and you just put them on the dog and see if it calms him. If there is any teaching associated with wearing them, I haven't heard about it - haven't had to use one so I don't know for sure. Might be worth a try and I think there is a money-back guarantee but might have to read the seller's terms to be certain of that.
