I would probably try to train her to a pee pee pad indoors. Maybe if you set up an area where she can go quickly inside, she would go there instead of other places. She obviously has to go really bad due to medicines or medical issues. My boy goes outside, but I've often thought when he gets old (he's 9 now) that I might set up an inside potty for his convenience if he couldn't hold it as long or make it to outdoors to go. That's one of the bonuses of having a small dog.
