I've noticed with my 2 that routine potty breaks is the key. I have pee pee pads out but mainly take them outside every 2 to 3 hours. Have you tried treats for when she does potty on the pad? And make a big deal out of it as silly as it might sound when Keegan who is my younger yorkie does his business where I want him to we dance around an cheer an he gets a treat. It seems to be working lol
