Long shot but I have a friend who volunteers with the Ingham County Humane Society (county adjecent to Jackson if that where she still is). I might be able to get you a contact with someone there you can talk with.
Also my friends husband is a former Michigan State Police officer (retired) and now a magistrate - long shot. I will reach out to both to see if there anything that can be done.
Does anyone know her address now or even what city she is living in? It may be buried in this thread somewhere but if you know and can PM me that would be helpful.
