I thought at first that was an armful of dogs but finally realized that was only one poor little thing covered in mats and filthy. I couldn't even see a face! May that sweet baby soon be feeling better and in a forever rehome with someone who will devote their life to making this up to him/her somehow. One day the person causing that kind of misery will have to pay! And I hope that payment starts very soon and lasts forever, unless - and this is highly unlikely - they change. Then, they still need to pay for this working for dogs from now on until they drop, once their legal fines and jail time are over.
