It can be but some dogs do something, like it and just do it habitually without meaning. Just because to some dogs it can represent a dominance trait doesn't mean that your dog is feeling dominant. And dominance is fine as long as the dog doesn't become a behavior problem to you or those he comes into contact with, including other dogs. My sons's male dog tends to be quite dominant but is still very, very well-behaved.
