Finnigan does this during the winter months when we can't get outside and get him the right amount of exercise/activity.
When we're gone at work during the day and only have short walks, I think the pups get bored. So we try to do little games to get him active at night. He loves to be chased and Gwenni loves fetch so we'll tire them out a bit/provide them some exercise and it really helps! Maybe try something like that.
