It is indeed very sad. It makes me sick. I get emails constantly about yorkies in shelters here. We also have a very large amount of owner surrenders.
Maybe the size of the state has something to do with it, but there are many factors involved. The fact that in most towns around me, it is not illegal to sell animals on the streets is also part of it. It is so commonplace to see people selling puppies along the side of the road.
