It is a seemingly impossible situation. Not enough people want to foster...it is a big commitment. As for out of state folks, if they want to fly in and pick a pup up, that's fine, but who can afford that? It is just not so simple. Then another problem is that some of the Dallas area shelters operate on a first come, first served basis so you never know if a pup will be there when you arrive.
