They should be working in close proximity with their health committee - so that emerging health trends are identified, and status on existent/known health concerns are being monitored.

The preservation is our first and foremost duty. THat is to preserve all aspects of our breed in health. Then it is to help "improve" the breed. And increased system health is certainly one necessary goal. But so maybe reliability of temperament, coat color/texture, conformation. Bite and teeth health. So many arenas one could choose to focus on as a breeder.
