Sometimes fleas can be really hard to get rid of once they take up residence and start a cyclical infestation
It sounds like they maybe living in your house ... and everytime you innoculate your pets the second wave is ready as soon as the medicine wears off
Your approach needs to be two pronged
Get rid of the doggy bedding that you have
Dust bomb your carpets and draperies
and wash all your bedding in hot water
keep spraying and powdering for a few weeks .... because the eggs are almost immune to the insecticides
during this time innoculate your dogs again
You'll most likely have to change the medicine that you've been using because sometimes these bugs become immune to what you've been using
