#40 is a 'surgical shave' blade. It cuts very close to the skin, this is what vets use to prepare for surgery. If you're comfortable w/using it, it should be fine, but I would not recommend it for novice users. #40 is also great to use under the combs along w/the #30. Other than that, home groomers won't need this blade.
Some also use the #15 to trim ear flaps, this is used to trim poodle paws.

Do you have the rechargable Arco Wahl? Mine hasn't been working right either...it actually nicked my guys last time I used it. I'm guessing the blade needs to be replaced & maybe that's why they sell it separately...I might send it in to get sharpened.
