The new health care laws were not intended to lower health care costs. Someone always pays somewhere. The only way prices could be lowered would be to legislate caps on prices of care and equipment.
The intent was to make healthcare available to the uninsured by shifting the cost elsewhere -- i.e. through taxes on everyone, and to businesses with employees, which in turn pass the cost along to customers through price increases.
