Just stop him. You don't even have to say anything. Just take your hands and push him back, standing and putting your finger forward in a pointing position toward him, lock eyes with him to make your point. You don't really have to say a word. Your body attitude, firmly stopping the behavior, pointing at him while locking eyes will say all you need to say.
Stand there looking down at him in the eyes until he walks away. We verbalize so much with our dogs when really our body attitude, eyes and no-nonsense response stopping an unwanted behavior is all that they need many times. Alpha dogs and pack leaders never say a word and yet they get their pack to do exactly what they want and move in to stop and unwanted behavior with eyes, a show of teeth sometimes, a low growl sometimes but mainly with body attitude and eyes, standing their ground until the miscreant backs off and leaves the area.
Dogs forget and are creatures of impulse so he will try it again. Each time just respond in the same way and over time this will teach him that this is unwanted behavior, not to be tolerated. Eventually, he'll feel the impulse to do it and will catch himself, not wanting to incur your reprimand. That's when you just smile and realize you are getting through, though he'll likely keep trying when he forgets. In time, you won't even know when he has the impulse as he will eventually just learn not to do it and his hormones will die out more and more and it won't be an issue unless he is trying to be a dominant dog.
