lol ok well then i would suggest no pad and when she goes potty on the rug then watching her like a hawk and if you catch her going pick her up and bring her outside after stating no you go potty outside. she is probably feeling the same as you confused. can you gate off the carpeted areas when you cannot watch her closely?? just thoughts to try and help.
