Yes it is dominance, my Sophie Kate (yes a female) tries to hump my arm all the time. I just simply remove the little basket case from my arm without making a big deal.
My suggestion for the dog/cat thing is let the cat take care of business. Once she gets sick of the humping she will smack the dog a few times and the pecking order has been set (as far as humping).
