My Jersey's ears weren't up at all when I brought her home at 12wks.
She is now 9mths old and we are still struggling with getting one ear to remain standing....shave the ears both front and back, to remove the weight off the ears....if they don't pop up after the hair is off, you will have to tape them up....there are videos on Youtube on how to tape the ears. Get the blue painters tape from the hardware store, it won't pull the hair when you remove it.

I spoke to Jersey's breeder and a breeder on here, they both advised the same thing as I was ready to give up, since she is now 9mths as I said above. Could be that your pup is teething and this will cause the ears to flop as well...you can add low fat cottage cheese or real cheese for extra calcium as well, as per what both the breeders I spoke to told me.
