We have some problems with our neighbors dogs also so I understand what you're going through. This may be a dumb question, but have you talked to the owners to let them know that the presence of their dog in your yard makes it impossible to take your dog outside? I would hate to start calling animal control without at least trying to talk to them first but I wouldn't hesitate to call animal control if they didn't do anything about curbing their dog. It's just a thought but at least a place to begin.
If you have already talked to them, is there anything else you have done? Knowing what's happened so far would be good to know how to recommend a way to proceed.
