Start over like you are training a new puppy. I agree, it is a bit unusual that he pees outside without problem, but poops inside.
You can crate train or keep him contained in a small area with an xpen or baby gates when you can't supervise closely.
Make sure he has adequate access to go potty outdoors. Have set potty times and a few extra. After meals, when he first wakes up, after playtime. Does he have a routine for telling you when he needs to go out to pee?
Always praise him profusely when he goes potty outside and give him a small treat.
