Yes, and that's the problem, the laws were written before they realized there could be high volume breeding that was sold directly to the public, but the internet makes that possible. Hopefully, it won't take that long to correct the problem of lack of laws, once the laws are in place, it will be much easier to crack down on these places. Also, YT members can help by encouraging all puppy buyers to visit the home of the breeder and see how the breeding dogs are being treated. In a bad situation, don’t “rescue” the puppy, but call authorities as soon as possible. We must think of the breeding dogs welfare, not just the puppies.
