I think that purchasing puppies over the internet is fairly new in the big scheme of things. Look how long it's taken to get the "don't buy from pet stores" point across to the general public. There has to be some way to monitor this type of internet "business". It will probably take years - and many more people speaking up & taking action - to set laws in place to control purchasing living, breathing animals via the internet. Grrrr
