Politicians are our servants and they will do what the majority of the people want, but most people just don't care, and many are uniformed. Also, lots of times the commercial breeders put out propaganda that scares people into thinking that more laws will hurt small breeders and so some people actively fight these laws. After Oprah's puppy mill show, Pennsylvania enacted some of the toughest kennel laws in the country. So politicians do listen, but lots of people have to speak up. Again, none of the laws they made applied to breeders who sold directly to the public or over the internet, and since most buyers no know that buying from a pet store is a no no, they are turning to the internet to buy. We really opened a can of worms when we told people, “Don't buy from pet stores”.
