Just because there aren't ads all over the internet or the dog was thin, had long toenails doesn't prove the owner was irresponsible. My sister and her friends don't use computers and they all have dogs and since my sister is legally blind, she can't keep her dogs' nails as short as they should be until someone can take her to the groomer or vet to have the nails clipped - and a lot of ready help isn't always available this day and time for things like that. But each one of those women loves their dogs as their own children and would be lost without their baby. All they would know to do if their dogs were lost is call Animal Control. Two of them are too scared to chip their dogs - afraid it will cause tumors or hurt the dog. A lot of young owners on YT don't have their dogs chipped either. I remember one dog that went missing last summer wasn't chipped and was missing 3 weeks until found.

OP, I'm so glad you will try to help the owner find that little dog and if you never can find the owner, it sounds as if she has probably has a very good home. But a found dog's condition shouldn't automatically lead anyone to think it wasn't loved or cared for or lack of internet postings should never indicate to some that its owner is irresponsible. Many older owners or disabled people cannot go online or keep dogs nails short all of the time.
