Oh, I'm so glad she is safe and warm. She needs to see a vet and get scanned to see who she belongs to and whether or not she is ill or hurt. Dogs can successfully hide illness and/or pain, especially in survival or flight mode, as she's probably been in. She could have worms, very bad teeth, etc., so get a good vet exam and diagnostic tests done.

She could have been on the run for a while. We recently had a member here whose dog was lost for about 3 weeks on the Disneyworld grounds and survived. I would do the right thing and try to find her owner. Maybe the dog is ill and the owner couldn't keep weight on her due to a disease or something or she's just refusing food due to a behavioral issue. Just because her nails are long doesn't mean she hasn't been missing a while or anything. Maybe she's got orthopedic problems and can't venture very far without pain from some condition or the owner was ill, couldn't get her to the groomer for a while. She could have escaped when a tradesman left the door open and ran out of fear once she was out and about. How would you feel now should she go missing and no one look for you, if you care so much now? You have to do the right thing and look for the former owner. It could be a very sick child who really needs her dog or something like that.
