THAT IS EXACTLY HOW IT IS AT MY DOG PARK!!! The big dogs get all of the cool equipment and stuff and the little dogs just get a small area to run around in. It is extremely annoying how people so blatantly disregard the rules of the park.

That is a smart idea. I did something similar ... I just scouted out a time when I could expect no one to be there and I started going at that time. Unfortunately it means that your dog can't socialize much with others, though ... but a least they get to run around a little off leash safely.
