Default Some potty training advice needed for 4.5 month yorkie boy

We have a yorkie male puppy that is 4.5 (18 months) old.

We have a play pan that has a bed, food, and a wee wee pad. When the yorkie is in the play pan, he always urinates on the pad.

In the living room we have a wee wee pad set up in the corner (always has been in this location). When we let him out of the playpan, he will urinate on the pad in the living room 60% of the time and the other 40% he will urinate on the wood floor somewhere in the living room. It seems, that the older he gets the more he will either not urinate on the pad but on the floor. We usually watch him and when we see him sniffing around we place him on the wee wee pad. Sometimes he urinates there (we praise him) and sometimes he will walk off, and in 5 minutes urinate on the floor somewhere. When he urinates on the floor, I say "NO" and today I started to lock him in a crate for 5 minutes.

He will get neutered at 6 months, perhaps this will help? Anyway, what else can we do, is it normal for him to sometimes urinate on the floor? Are we doing something wrong? Please help

FYI: When he poops, he goes on the pad about 95% of the time.
