A note of caution with the traditional pad holders -- I have read on YT a lot of cases where the dogs tend to go on the edge of the pad holder. Instead of a holder, I put down a rubber mat that is a little bigger than the pad (Nancy1999 gave me that idea). Then the pad isn't directly on the floor and seems to stay in place better.
For walking while pooping -- I think this may be the result of less exercise. When my boys are outside and walking briskly and are excited, they do their business easily and quickly. If we are stuck indoors for a day or two, pooping takes more effort. They circle the pad a lot. Teddy had problems and I trained him to "stay" on the pad until I could help with the clingers. ). You can work with your boy on "stay."
Also, try to increase indoor activity, like a spirited game of fetch, on days you can't do outdoor potty.
