Puppy Mill Bill Cracks Down on Online Dog Sales | ASPCA Blog. I'm so happy this bill might actually pass, I have been interested in it for a long time. I'm afraid even good breeders here have been fighting it. I think it's because commercial breeders do huge mailings out to anyone who's a member of the AKC and they pose as small breeders and warn others not to support the new bill and how it will hurt the small breeder. It’s all lies, but of course with the current climate, breeders don’t know who to believe. They in turn pass the news along and it's really hard to educate when people feel threatened.
Let me first explain that we don’t currently have ANY laws that cover breeders who sell directly to public. Only those breeders who sell to pet stores have to be inspected, breeders who sell directly to public don’t need inspections because it was thought the “public” would monitor them However, now that breeders can sell hundreds of dogs over the internet directly to public, they have some of the worst puppy mills out there. No oversight at all, but this law will require breeders who sell over 50 dogs a year over the internet (or to pet stores) to have a license. I hope everyone supports this bill. This will not affect the small breeder! If you sell 50 dogs a year, you aren't a small breeder!
