Too cold out? Have you tried washable potty pads?
I have Cerise trained on them. I leave it in a bathroom and she only goes when I close the door for privacy. She lets me know she has to go and we walk to the bathroom and I close the door. She will go by herself during the night when we are sleeping. She does not like it outside if it is cold, wet, or too hot ( TX hot cement) for her paws. I do not let her go outside because of too many Mosquitos and flea issues here in Austin. She will go outside when we are out and about but I monitor where because of too many dogs in the city with owners that do not keep them disease free.
Washable potty pads will wash clean but hold a hidden scent only detected by your babies nose and that may keep them using the same spot. I invested in a dozen and put the dirty ones in a stainless steel hamper I bought just for them. It keeps the odor locked in until I have about 4 or 5 to put in the washer then dryer, and I change them every morning. I bought them on Amazon and have been using them for over two years now and they still look almost like new. They have a blue waterproof backing to protect the floor. I also have found that Tide works the best for getting them perfectly clean and odor free for my nose. I normally use Eco cleaning products, but you need the chemicals for this job, lol.
