It worked for Joey when he was a puppy. Some distilled water isn't safe for drinking, it's meant for steam irons and isn't in the right kind of plastic bottles and doesn't have expirations dates so that bacteria could grow out of control. Water meant for baby formula is distilled and is in safe plastic with expiration dates. It's only about a dollar a gallon. I could tell the next day if my husband would give Joey regular water, the tears would be back. I would test him about once a month and he eventually outgrew it and didn't need special water. He didn't have any more tears until I did a food switch and he was horribly sensitive to his new food. So we're back on his regular food and his eyes are clear once again.
