Without trying it myself, I *think* it would work. The only part I could see being potentially awkward is if you lean too far forward and the dog is at an angle (ie, if you're carrying the pack/dog at the front). The nice thing is that it has that waist belt, so you can pull in the waist nice and close to your body.

There is no bar at all. It's like a firm a bottom, but padded on the inside. It's really very comfortable to wear. I wore it when we first got Pfeiffer bc when we'd take the doggies for a walk, Pfeiffer was too scared of The Big Scary Wide World...so I carried her in the bag. Then after that first time in the bag, she was willing to try walking. And it was really comfy to wear...also, she seemed to feel really secure in it too.
