I believe for most Pups that it's the stricture of the Harness (which you should ALWAYS use) rather than the Collar.

When I get a new Puppy, it gets a harness put on it immediately, and wears it 24/7 till it is housebroken (usually several weeks). Given how wiggly they usually are, and other times of need to control their movement, the harness is really very handy to have available to grab.

PLEASE don't ever use a Collar/Leash to control a Yorkie !
