Gracie was trained on pads but later learned to pee outside. At first she was unsure about peeing outside. I think she thought she should only pee on a pad. She would smell where other animals had been and do a real quick pee thinking she was being sneaky. Every time I saw her do this I would tell her what a good girl she was. Eventually she realized it was a good thing. But I did not try to train her to the outside until she was about 6 months old.

Thirteen weeks is kind of young to change his routine. Small dogs take longer to train as a rule. At this puppy's age he has to potty very frequently. It is going to be difficult to get him outside as often as he is gong to have to go. Only watching him every minute and getting him outside when he starts showing signs of having to go will prevent accidents. He is too young to have control over his bladder and bowels. That function starts to develop at around 16 weeks. That is just a start though.
