Hello and welcome to YT! So exciting getting another pup for your Jagger to play with. Since he is neutered, I would think either a brother or a sister would be fine. We had Jack first and he is neutered. We got Izzy when Jack was over 3 years old. We just had her spayed. They get along great but I have heard that two boys get along great too.
On the potty training - Jack goes outside (he tells us when he has to go) and we have trained Izzy to go on the papers/pads. So I think you would be fine continuing to take Jagger out and train your new one on papers/pads.
