Me, too. That's where the context of the tail comes in - where the rest of the body weight is and what the ears, face, mouth are telling you. Still, even with a nub, as some Rottie's have, if it's way up and going slowly from side to side, you pretty much know the dog is fixating and you hope it's not on you! haha
