I have a litter of 5, 9 week old puppies and hard work is an understatement, think its normal the crying when they not getting attention and when you have sorted all other problems that casuse distress like hunger, dirty pads ect, so have been trying a mix of play time with and without us not sure if you can buy this in US it's a little ball that you fill with treats and as they play treats come out making play and food (pups two fav past times lol) only thing is you need to make sure the treats are ok for the age as most treats are from 3 months even ones that say "puppy". At this age would say a little run in a garden is enough exercise too much would cause them to use far too much energy, walks are for much older puppies. Another thing is when he is quiet in the pen praise and reward this will help him learn quick. Only other advice would be it takes time Molly took a week to settle in fully and be happy in her own company, good luck
