Absolutely a specialist is called for...either orthopedic or neurologist....it seems to me maybe nerve damage from nerve compression, either in hais back or his hind leg.....and please do not wait...if it is nerve compression, if it is caught in time, it can be released and damage will be minimal...if it is allowed to continue, it wont recover.....or it may take many, many years to improve.... I would be VERY suspicious about what took place at that groomer...for them to tell you he was difficult to groom, they may have tied him down or handled him roughly and caused this.
